DHIS2 as a tool for improving data quality and program decision-making
PSI El Salvador is one of the earliest adopters of DHIS2. Prior to that, PSI El Salvador used Microsoft Excel as their Management Information System (MIS) for program decision-making.
Through the use of Microsoft Excel as their MIS, PSI El Salvador lacked a standard data recording and management protocol, dealt with time consuming and inefficient data cleaning and auditing practices, and faced risks of using and analyzing low quality and inconsistent data.
Their use of a fragmented MIS created a risk for programmatic decision making, analysis, and strategy development.
DHIS2 as a solution
In 2013, PSI El Salvador worked closely with PSI’s Global Business Systems department to build a system using DHIS2 as their MIS. DHIS2’s powerful data collection tools and dynamic visual analytics would allow PSI El Salvador to reflect and illustrate program trends, inform strategy, and present information in real time. By 2014, DHIS2 was ready to use as a tool for decision making.
PSI El Salvador expected to develop accurate reports and summaries, and oversee program performance trends consistent with the data stored in the system.
PSI El Salvador now uses DHIS2 as their key tool for program decision making and monitoring of programs. The doctors and master trainers have become info users and are now monitoring the performance of providers and conducting supervision and QA visits with the confidence that the data gathered will be reflected in the DHIS2 system.
DHIS2 has helped PSI El Salvador to significantly improve on their use of data for decision making and on their data gathering, auditing, and analysis. As a result, PSI EL Salvador has shown programmatic progress. All DHIS2 users in the program have become more technical and data driven, and are now following standard protocols for data recording. Through the active tracking of individual client records and IPC sessions in DHIS2, the program PSI El Salvador program staff going through a DHIS2 training PSI El Salvador program staff reviewing program data on DHIS2 psi.org staff members are able to develop more suitable evaluations of provider performance and create adequate action plans tailored for the field’s needs. In addition to the change in the system, PSI El Salvador has experienced a positive cultural change. Now, program members have a better understanding of their roles and how to efficiently collect, analyze, and present program data to achieve optimal results. PSI El Salvador is now spending less time in collecting, auditing, cleaning, and presenting data because DHIS2 has cut down the time of this process to half.
As a result of DHIS2’s impact, PSI El Salvador shows us that better data quality leads to better program performance. Thanks to this, the program is able to provide a better quality of service for their clients and better assist with field needs.
