Using Data from DHIS2 to Power PSI’s Program Decision Making

WHAT IS DHIS2?

DHIS2 is a management information system (MIS) that makes it easier to collect, manage and explore program data from health interventions across the globe. It is an open source technology developed by the University of Oslo and is now widely adopted by NGOs and Ministries of Health (MOH).

At Population Services International (PSI), DHIS2 is the information source that facilitates data-driven decisions by making relevant health information available in real-time. As a flexible, web-based information system, DHIS2 goes beyond data collection and offers powerful visual analytics that illustrate program trends and present information that is used to inform program strategy.

In addition to its ability to collect aggregate data, DHIS2 allows users to track individual client cases while also analyzing the big picture.

Aggregate Data Collection
Data collection and monitoring in DHIS2 can be adapted for all program areas, including:
  • Behavior change communications & referrals
  • Health services
  • Sales and distribution
Client-level Data Collection
  • Register and track individual cases
  • Track services received
  • Conduct surveys
HOW DOES PSI USE DHIS2?
By using current data and dashboards to analyze program performance, users can better supervise programs, enable service integration, help more clients access the continuum of care and make data-driven decisions for programs. With such a powerful tool, program managers can make better, data-driven decisions, which translates into Improved quality of care and outreach.
As one of the earliest NGO adopters, PSI has become DHIS2’s largest NGO user. PSI works closely with the University of Oslo to continue innovating and enhancing features in DHIS2.
WHERE IS PSI CURENTLY USING DHIS2?

As of August 2016, PSI uses DHIS2 in 26 countries and is in the process of introducing it in an additional five countries.

WHAT ARE THE DIFFERENCES BETWEEN HOW PSI USES DHIS2 AND HOW THE MINISTRIES OF HEALTH DO?
PSI and MOHs are using the same MIS (DHIS2), but they are not using the same server. This means that the information on PSI and the MOH’s DHIS2 server is managed separately. Since PSI and the MOH capture different information, PSI’s use of DHIS2 is not creating a parallel system to the MOH. However, DHIS2 enables the potential to share the information gathered by the other. In some countries, MOHs have access to the information collected by PSI in their DHIS2 server.
PSI DEVELOPS DHIS2 BASED APPS TO TACKLE FIELD INFORMATION NEEDS
In addition to using DHIS2 as its MIS, PSI develops custom reports and applications (apps) to make real-time data collection and analysis even easier. Apps can be used via mobile devices, including tablets for data collection in the field. Different apps address key strategic and technical areas, including franchise management and provider performance, improving service quality, and case surveillance (e.g. malaria). All the information collected via apps is directly pushed into DHIS2. Analytics are automatically updated.
