Using DHIS2 to Improve Health Service Quality

HOW DHIS2 AND ITS ANDROID APP HNQIS MAKES DATA DRIVEN DECISION MAKING EASIER TO EFFECTIVELY TARGET PROGRAM SUPPORT AND RESOURCES

THE ROLE OF QUALITY IN HEALTH SERVICE PROVISION
When health providers deliver poor quality care, clients ultimately bear the burden and face poor health outcomes. A key challenge to improving PSI’s quality of health service provision is how to manage the increasing amount and scope of work for which health workers are responsible. PSI-supported health workers and its public health program partners are constantly growing in order to better serve clients, however this makes day-to-day quality assurance complex. Previously, routine monthly assessments and follow-up visits conducted by Quality Assurance Officers (QAOs), were based on a pre-determined routine schedule produced a low return on investment. Thanks to the Health Network Quality Improvement System, PSI is able to make data-driven decisions to target program resources efficiently and ensure that the level of technical support is influenced by provider’s client load and current quality levels, which helps PSI deliver greater health impact.
HEALTH NETWORK QUALITY IMPROVEMENT SYSTEM (HNQIS) APP

Thanks to funding from USAID, PSI designed and developed the HNQIS app, which is used by QAOs as their daily management tool to assess, improve and monitor health workers’ skills and knowledge on provision of health services including family planning, post abortion care, HIV, tuberculosis, hypertension, IMCI, and malaria.

The app works offline and serves as a job aid and helps QAOs plan supervision routes by prioritizing visits to health workers with low quality scores and a high client volume to target resources where they have the greatest health impact. HNQIS is an Android open source app that helps managers to more effectively manage large networks of health workers and has been adapted to monitor quality in diverse groups of health workers, such as drug sellers, social franchise workers, private clinicians, pharmacists, and mobile malaria workers.
PROMOTING EVIDENCE-BASED DECISION MAKING
Data collected in the field via HNQIS by QAOs is transmitted in real time into DHIS2 for analysis and informs program decision making and strategy. A selected a set of performance management indicators help project managers allocate resources and identify programmatic areas requiring technical support
Data to Action Frameworks
PSI’s data-to-action (D2A) frameworks make it easier for project managers to make evidence based decisions. The framework highlights what information the user needs to make decisions and encourages specific program actions based on benchmarked performance. PSI uses D2A frameworks that are embedded into DHIS2 analytics to support program managers in this decision making process. For each performance management indicator, PSI makes it easier for data-users to read data and quickly react by automatically identifying whether indicators are on track with targets and suggesting intervention areas to meet indicator targets.
